Highly likely you knocked your alignment out by hitting the curb -- it doesn't take much -- same logic as hitting potholes can knock your alignment out of whack. I would get that addressed.
DIY wheel repair tip -- See link -- I have done this with other cars and it works well.
Probably cheaper to find an OEM used rim for your 1999 then to fix it professionally. Either call around to some junk yards or watch ebay and Saabnet classifieds. It costs at least $100 to refinish a wheel professionally.
I would try the DIY (except I pull the wheel off the car) and if that doesn't fix it find a used one to replace. Always a good excuse too to get new rims all together;)
