Hmmm. I once accidently oversprayed armor-all onto the window for my guages on a previous car. Where the armor-all hit that clear plastic it became totally cloudy - it had chemically eaten-into the plastic. Someone eventually told me of a great solution - rubbing compound.
Go to your local parts store and get fiberglass polish - look for the stuff which is meant for motorcycle fairings (the big clear glass window some motorcyclists put on during colder weather). Anyway, the compound gently takes away surface imperfections revealing a perfectly smooth/clear surface.
Now, if your problem is not a surface problem, and rather a materials problem which runs all the way through the dash material, then this probably won't help. It shouldn't hurt to try though.
It really works great for cleaning up scratched pieces of plastic, esp. old sunroof rain deflectors, and things of that nature.
