Day time running lights

I recently purchased a 99 9-5 Wagon. Using daytime running lights seemed to be a waste of good bulbs so I removed fuse #35 as suggested in the owners manual. Thereafter, during the day when the brakes were applied the headlights some times came on. When I took car to the dealer they claimed the fuse 35 had been removed and when this happens the computer sometimes senses a blown fuse and turns on the headlights. The correction was to reprogram the computer ($48) or reinstall the fuse, which I did. Is the owners manual missing something to deactivate the DRL and must I reprogram the computer ($48)?
