5 speed auto lugs engine - normal?

200 miles now on this 02 linear I just got, with the new 5-speed auto and I've noticed that when chugging along at around 1500-2000 rpm and just starting up a hill or other load increase or just on straight flat roadway and just nudging the throttle, where I think the auto should be downshifting, it doesn't and the rpms drop to between 1000-1500, making for nasty engine lugging sounds. If I tap the throttle a bit harder, it'll kick into a downshift fine. This happens both in D and 4th. Short of constantly running sport mode, is this normal for the 5-speed or should I think about flushing and refilling, looking for tranny software updates or other diagnostics?
