A battery will produce it's highest voltage under no load (current draw). As the load is increased, the voltage will decrease. Under heavy loads (like a starter motor) the battery can not maintain a sufficent voltage (9-10 volts) to close the solinoid and operate the starter. As a battery gets older, the point that this happens comes a ligher and ligher loads. Since dash lights and such are light loads (compared to a starter motor), you probably won't notice any problems with then dimming.
The best way to test a battery is to have someone take a voltage reading on the battery as you crank the car over. If it's below 9-10 volts, the battery is probably on it's last legs. You can also take the car to a mechanic to have them test it. I know Sears will do a free diagnostic for you, but the battery from them will cost you $100 + $20 for installation.
My car had similiar starting problem like yours. It ended up being the battery. Ended up buying a WalMart 650CCA battery (I can't remember the size), but had to modify the front lip of it to fit in the battery shelf ('99 9-5)
Another cause could be a bad solinoid. If the battery is good and you don't hear a click when you try to start the car, it might be that. Sadly, it's easier to replace the solinoid/starter combo, instead of the solinoid itself.
Good luck
