Regardless of the climate, you SHOULD definitely switch to fully synthetic oil. Saab turbos are simply the worst environment for anything less. (Since Mobil doesn't make a 15W-40 syn, I'm guessing you meant either 15W-50 syn or 5W-40 syn.)
Yes, any premium syn (Mobil, Amsoil, possibly others) of any viscosity from 0W-30 to 20W-50 will provide superior protection over any conventional or syn-blend oil. But Saab has had certain "preferred" specifications for years, & the oils meeting those specs tend to be thicker rather than thinner. For the most part, that means a 0W-40, 5W-40, 10W-40, 15W-40, 15W-50, or 20W-50 fully synthetic oil.
With your winter temps, I'd switch from the oil you're currently using (5W-30 syn-blend?), to one of the 0W/5W-40 full syn oils available. And simply use that all year round.
