turbo or "hooter valve" ?

I have a Y2000 Aero wagon and notice during accelaration with the windows open a sort of rushing/wheezing sound (definitely not a whine) just at the point where the turbo pressure indicator is mid-scale. This is loud enought to hear when passing a building where the sound is reflected back to the car. Is this normal????? And is it the turbo or associated valve??
I have 64K miles, hopefully not time for a major replacement.
