I live in Chicago, and I get similar milage when I do pure city driving - 14mpg city and 30-32mpg hwy.
I've double-checked this with the SID, also hand-calculated my mileage and the SID is correct.
Stop-and-go driving, especially the type where it's all short trips, is the culprit. I doubt many people who are reporting their "city" mileage here are doing a stop sign or a stop light on every block, plus mostly short trips. They probably live in cities where you can go more than a block without stopping or getting stuck in traffic.
