You didn't list if you had a 4 cyl or 6 cyl SE; both were possible in '99.
I don't know if you have any other options, like the multi CD player, either.
Blue Book values around here for an SE w/90k are roughly:
V6: $6400-$8735 for a trade; retail $8940-10,865
4cyl: $5325-7075 for a trade
My experience is that they are rarely getting full retail, and the used market has been falling quickly. Often the actual auction numbers are lower than trades given, especially on a higher mileage car. Watch when it hits 100K!
A quick cars.com search puts the ASKING price for several dealer 9-5's w/slightly lower mileage in the 10K range; most will be taking lower $$$. You will be unlikely to get full retail on it if you are selling it yourself, but you will not be "throwing in" additional maintenance, tires, or whatever gets haggled into the deal with a dealer.
The bottom line is that they don't really want the car as it isn't something they will sell directly, and there are a LOT of cars with lower miles on them around. You probably can get a higher number from them, though.
If it makes you feel better, my non SE, '99 5 spd has 123K on it, and won't get anywhere near to your book values, either! It was pretty pricey as a new car, too. Book trade is $3590-$5150 on mine, with only a retail of $5800-$7400. They might have missed the "se" when quoting yours. They also don't know what maintenance you/they may be looking at. I'd be hard pressed to get half what I paid for the car 2 years ago, not including the work I've put into it.
Also, sometimes I'd take the higher miles if I know which maintenance has been done and what kind of service the car will need:
In the last year, mine had the 120K maintenance done, and has had 4 brakes/rotors, plugs, filters inc. cabin filter, new shocks, struts, springs, remus lifetime exhaust, SID, serpentine belt w/new pulleys, coolant, brake fluid, new transmission fluid, front subframe bushings, and some other misc minor stuff such as ecode lenses w/65w high beams and hard wiring the phone, radar, and GPS. The suspension w/aero sway bars makes a huge improvement over most other '99's, but fewer people would even consider my car w/the miles due to their biases, even if it was a much better all round vehicle than the "average" 9-5.
Take a reality check, and ask them for book or better!
