I'm having trouble understanding why this poor, innocent, decent, trusting seller didn't commit fraud. He drove the car illegally for over a year, intentionally, then agreed to a transaction where the buyer flies in and drives the car back, never bothering to mention that the car is unregistered and has phony registration and plates. No oversight or misunderstanding, pure phony, illegal plates. Even if the title was not misplaced, the car can't be driven legally, eh? If you flew from GA to MN to pick up a car, would you have a reasonable expectation that it could be legally driven? I think he was lucky to get off with a $300 deduction and I don't have a problem with PA's actions under these bizarre circumstances.
I do find PA's fascination with a potential "free car" a bit unsettling. No, that wouldn't have been a thought for me at all - taking the bill of sale and walking would be no different than theft. But PA didn't act on that impulse and we don't prosecute people for impure thoughts.
