why center pulley?

Dunno. There's always been a center pulley on that block. NG/9-3/9-5 blocks are almost identical, accessory layout is the same. The 9-3 has an official retrofit to a short belt. I'm not totally sure the NG refit is 'official,' but it's extremely common now.
Why isn't there an official 9-5 one? Dunno. Maybe the engineers were too busy cooking up a new PCV arrangement ;) My personal guess is that once enough center pullies fry in CPO cars (they'll last 50K but maybe not 100K), and those warranty claims rise, we'll see a TSB.
