Fog light carnage

You've probably encountered this issue a lot on the message boards, but I thought I'd try asking about it anyway:
My father drives an '01 Aero sedan. It is in good shape...except for its shattered fog lights. My dad had to replace one of those units earlier in the year...and now both left and right foglight are more or less lens-less.
Now, we'd rather not shell out $262 every time a foglight loses its cover (and this seems to be a FREQUENT problem).
Some questions on the matter:
1.) Is this a design flaw? (has this happened to many of you 9-5 owners?)
2.) Is there ANY way to replace the (presumably) weak plastic foglight lens with a more substantial one?
3.) If not, will a Saab dealership install an OEM foglight that we obtain elsewhere? (e.g., eBay motors)
4.) If we do replace the lights and it is impossible to obtain better-made lenses, is there any way of reinforcing them to prevent their...untimely demise?
