I have a similar situation where I just went from a 2000 Aero to a 2003 Aero. The 2003 feels like it has a better build quality. The leather is much nicer and thicker than in the 2000 and while the alloy look dash is cheaper to produce I feel it gives the car the modern sporty look that was lacking with the nice walnut dash in the 2000. In this case cutting costs are ok with me. The plastics in the 2003 are the same as the 2000 but they could have been changed in the 2004 model. If so I can't comment. Both the 2000 and the 2003 have stickers over $41k but the 2003 has a long list of amenities not found in the 2000 such as xenon headlights, much nicer seats, rain sensing wipers, rear park assist, better handling, etc. There might have been some minor changes between 2003 and 2004 but when comparing the current 9-5 with the pre-2002 9-5, to say the car has regressed is inaccurate IMO. You get a lot more car for the money now than you did back in 2000 or 2001.
