My Aero ('00 manual) is substantial quicker than the wife's 9-3 SE convertible ('03 auto) in all condtions and was before I did a stage 1 upgrade on the Aero the 9-3 however isn't broken in yet (only 4000 mi.). I run both on premium (92 octane) fuel. Put the best fuel you can find in the Aero and run it hard for a few day and see what happens, no telling what was in it when you got it. It might take a couple of tanks to get it cleaned out. If that doesn't improve the performance, then you will need to come back and hope some of the folks more knowledgeable about the engine on this board will chime in with spark plug, air filter, etc. advice.
Where I live (Seattle area), we rarely get snow so I run 17 inch summer tires all year on the original wheels, I did just put on new tires, Pirelli P-0 Nero summer tires. The 9-3 has all seasons so I use it when it snows or in one case last year, switch the wheels, putting the 16 inch all seasons onto the Aero for snow driving. I'm moving to southern California in Septermber so I will stick with the summer tires.
The 9-3s tires are Pirelli P6000s and aren't very good on snow but better then the OEM Michlins that were on the Aero then. You have a number of options for snow, get winter wheels or all season tires, if the latter, you might look at Nokian WRs which are all seasons that also get the severe condition snowflake for winter driving.
16 inch tires/wheels are better in snow but some on this board run 17 snow tires and seem to be happy with them.
