Hesitation after a stop

Over the last few weeks I have been noticing a hessitation after pulling away from a stop sign or stop light in my '99 9-5 (lpt). It does not happen every time I sdtart the car, but once it starts, the only way to make it stop seems to be to turn the car off for 15 seconds or so. After that it works fine.
The hesitation seems like it is not getting ful - I step on the accellerator, but it just has no umph. It does not feel like the tranny is slipping - the engine does not seem to be developing power. I sounds to me lik eit may be something electrical/computerized, since restarting the car makes it go away.
Oh, I read on a number of posts about being related to the air conditioning. While having the air con on high does seem to make it happen more often, turning off the air does not make it go away, and it has happened even if the air is turned off.
