many of the early '99 bugs were worked out. 9-5's started production in '98 for a really long 1st year of production, wagons came out later.
OTOH, the 2000's had lots of minor improvements. Check the board for things to check: car history, condition, etc. I wouldn't be put off by work that has been done; mine had a lot of warranty work done.
I would check the shifting w/the manual, SAAB improved the synchro's in 2000, but it is a really big $$$$ fix if it's on your dime. Also the standard SID's, AC, etc. Replacement keys are expensive, make sure you get at least 2! When was the serpentine belt/idler pulleys done last? Cabin air filter is a PIA on the earlier design. Neither of these are show stoppers, but figure the cost into your offer or expect to do them.. especially the idler pulleys.
I've done a fair amount of this work on mine; and am happy w/it at 125K. Needs ac compressor now $$$ and transmisson synchros take much of the fun out of driving a stick. It still works fine, though.
