I haven't run into this specifically on the 9-5, but I have seen it on other cars (VW Jetta).

In order to get the car out of park, your foot must be on the brake. The brake light switch contacts are used to send a signal to a solenoid inside the gearshift assembly, which releases the handle.
First, make sure your brake lights are working. If you can shift out of park, have someone check to see if the brake lights come on. If not, the problem is the brake light switch at the pedal. No big deal.

Next, there is a solenoid at the gear shift assembly. This solenoid has to be engaged in order to shift out of park. Try pushing the gear shift slightly forward and then step on the brake. Or pull back slightly. Wiggle it. The idea is that the solenoid may be binding, and relieving some pressure can help.

On my Jetta, I disassembled the housing around the gear shift, and sprayed the solenoid with silicone lube spray. This fixed the problem for me.
