I bought 15" wheels for my 9-5 and they work. The 9-5 base model sold in Europe has 15" steel wheels. So, the dealer is wrong in this case. And, do not pay the dealer the $92 that they normally ask for the Saab steel wheel... You can get these wheels for as little as $35 each from Tire Rack or elsewhere. Also, real Saab Hub Caps are available for about $75 per set online from Saab.
The Saab offered snow tires (Gislaved) are pretty good for deep snow and OK for ICE, but are really meant to to be used with sutds. You are better off spending your money on special studless tires that rely on soft rubber or grippy additiives to grip the ice. Michelins are easy to purchase now, and that is what I have, but the newest Blizzaks and the Nokia tires probably grip better. People actuallly argue about this so take it all with a grain of salt (my advie included).
But, the 15 wheels are not an issue unless you have a 9-5 Aero or 9-3 Viggen.
