Yours is not an entirely correct statement - in the Pacific NW you can purchase Nokian snow tires at many Les Schwab tire stores (during the winter tire season), and just about any major chain like Discount Tire can order any brand tire you want. Discount's prices meet or better any of the so-called "discount" internet stores. Sure, you run the risk of not being able to buy an immediate replacement for a damaged tire, but this is not a real common thing to occur.
Through Discount Tire's local store, I recently ordered 4 Goodyear Eagle UltraGrip GW2 H-rated winter tires for my wife's Audi and paid about what I would have from TireRack, but no shipping charges (though I did have to pay state sales tax). I saved $148 USD over what my local Goodyear dealer was asking.
Remember that shipping charges are high for tires ($25 USD each or higher) - always ask before committing to buying anywhere but locally.
