You could check that the caliper bolts are not somehow loose.
My main concern would be that the caliper pistons are not moving freely. Pull wheel and with slip joint wrench, AKA water pump wrench, work against the pad backing plates and push the pistons back in. Set the p-brake while doing this. If the pistons do not move or seem to be tight, that may be your problem. Those two opposing piston calipers are prone to such things.
Do pump the brakes with 1/2 stokes to advance the pistons and before doing the other side, to avoid reservoir overflow. And do same before release of p-brake or the vehilce could role and you would have zero braking until pumped up. Full strokes of brake petal can damage master cylinder. Risk is greater with older vehicles. If no problem with caliper pistons, at least you know that much as part of problem elimination.
