The wear bars are at 2/32nds, so a tire with 4/32 is a little over the wear bars. Tires that are just OK for a lease return can need replacing under CPO standards of 6/32nds. I'm driving now on take offs from a CPO car. I'll get antother 15,000+ miles on tires with 5+/32nds of tread left.
If you don't replace worn tires on your lease return, the charge by Saab is reasonable. The won't sock you for expensive OEM rubber, just adequate rubber to get the car through the auction. Same with any excess wear and tear, charges are fairly reasonable. for example bumper damage is computed at touch up prices, not body shop new bumper prices.
