Setting balance shaft timing...

I'd appreciate input from anyone that has done this, particularly if they hava done it several times. Does this process suffer from the same lack of accuracy with respect to the markings provided as does the valve timing (marks don't ever really exactly line up etc.)? I've just done this for the first ime and the result is with the crank zeroed, the marking on the exhaust sprocket is exactly lined up but the inlet one is retarded about the thickness of the yellow paint mark provided (i.i. the right edge of the mark just touches the left edge of the reference mark on the bearing cap. There's no way moving anything a full tooth wouldn't leave it much more off in one direction or the other that I can see. Am I missing something? All gears and chain are new.
TIA
