I felt the 8mm opening in the tensioner bolt was a tight 8mm, requiring a little "body english" to insert the key. Locating this bolt in a blind spot only makes the situation worse. Any gunk which has accumulated in the hole will make the fit even tighter, or impossible.
All I can recommend is cleaning out the hole with an aerosol solvent, maybe gently chamfering the leading edge of all flats on the short leg of your 8mm hex key, and keep trying it.
