When you have your car smogged in California, they put the vehicle in a chassis dyno to complete the smog test at two speeds. When you run the front drive wheels at any speed and the rear wheels are stationary (visa versa for rear-wheel drive vehicles) the ABS control module will see the front wheels spinning and the rear wheels at 0 mph and it will assume that there is a problem with the rear wheel speed sensors. So driving away from your smog test with the ABS and Traction Control and Check engine lights is normal.

Your quote for $2,500 for the ABS control valve module sounds about right. But I don't think its your control valve module.

You mentioned that your speedo is not working. This would explain why you have a check engine light on. Your speedo gets its information from the VSS or Vehicle Speed Sensor which is mounted in the transmission. The ABS module also relies on the VSS to compare the individual wheel speed sensors to the VSS to operate the traction control and the ABS functions. If your VSS is not working or it is disconnected, I could see that your getting a Check Engine Warning light, ABS/TC and a non-operational speedometer.

What you need to do is find a reputable independent SAAB tech or a dealership that can connect a Tech-2 scan tool to your vehicle and check to see what the status is of the VSS. It could just be disconnected.

It is pretty difficult to do your own diagnosis anymore on SAAB's without the proper scan tool and screwing around with other things and not using the scan tool can lead to a big waste of time and possibly money. I have a Tech-2 with the SAAB software for my business (which is not the auto repair business).
