The way it goes at the dealer is that as long as the car is under warranty and it comes in with a "presumed" failed or failing IDM, the technician has to start with a software download of the Trionic ECU, if it doesn't have the latest one yet (2003 and up have the latest).
If you come in with a car that doesn't have any symptoms of a failing IDM they will most likely charge you for the software upgrade if you want it.
That's not the dealers fault, it is the car manufacturers that set up the rules that dealers has to abide by.
Just like the loose cylinder head bolt syndrome, I suspect that 100% of the cars between ~1997-2001 suffers from it but the dealer only do the re-torque procedure if they (or the customer) see an oil leak in that area, and then only on the cars included in the TSB from the manufacturer.
When the car is out of warranty the dealer has a lot more leeway to do their own repairs since the car manufacturer doesn't have to pay for it, but the customer do.
Without "reading" the ECU in your car with the Tech 2 scan tool, it's not possible to say if your car has been updated or not.
