Cylinder bolt retorque, yes. All of the 97-2001 4 cyl engines needs that (maybe even later years???).
PCV update, don't really know.
Some owners have experianced higher oil consumption after PCV upgrade, others not.
My personal feel of this is that the loose cylinder head bolts might be the root cause to all oil leaks and overprezzurised crank casings and that the PCV update might be a quick fix only, that they came out with.
What I have done lately is to replace each head bolt with an older model that I found and use the old torque settings which gives it a little bit more in clamping force.
It will take awhile though before I know if all oil leaks stopped.
