Yes, with +ve pressure in the manifold, crankcase gas can't go that way.
At low loads, the amount of blowby gas is low and there is a manifold vacuum to draw it thru the TB.
At high loads the amount of blowby gas can be quite large. This goes through the large vent tube up stream of the turbo. This type of arrangement goes back to the 60's that I recall from Volvos.
At high loads there can be quite a bit of oil mist in the PCV gasses and this contaminated ICs. With a diesel engine, which is WOT all of the time and very high compression, plus turbo boost, IC end tanks can have a lot of oil trapped in them. This is part of the higher oil conssumption of diesel engines. They also have 3 compression rings.
