If I understand your question correctly, you are asking "Why the PCV system exists and if it would be detrimental to the engine to remove it?"
I am not an engine designer, but I believe an engine will operate properly without a PCV system. But you probably won't have a snowball's chance of successfully passing an emissions check! Prior to PCV systems, engines used oil breathers on the valve covers to vent engine gasses into atmosphere. These are still used on racing engines, look at any Top-fuel dragster engine and you will see four rectangular oil breathers situated atop the valve covers.
With above analogy and history, you will still need to vent these gasses out of the engine. The intake system provides a "clean method" of combusting these vapors. Othwise they will condense out and crud up your engine compartment.
A hole in the PCV system tubing results in noticeable engine odors in the passenger compartment. Use of an oil breather in place of the PCV system will probably result in the same stench. Why bother?
