In addition to the extra "squirm", the 16's will be narrower, so traction in the snow will be better. The wider, stiffer 17's will perform better on the pavement, though.
Question is: How many days each winter are you actually driving in unplowed snow? If it's not many, and you don't want to sacrifice performance, go with the 17s. If cost and safety in the snow are a bigger concern, go 16's.
