I had the same problem at first. Check to make sure the front part of the shelf is all the way forward, as someone else suggested. Then, while you are trying to get it flat, make sure the rear edge of the shelf is all the way down onto the track before you pull it completely toward the back, ie while the shelf is still somewhat folded. Then pull the rear edge toward you, keeping it down on the track. It should fold down flat peacefully without any forcing at all.
