When a Saab dealer Certifies a car the warranty is extended out to 100k, so a CPO car, later year with higher mileage is probably gets the full benefit of the newer in service date. That is you'll never make it to 100k before the time runs out. Whereas with a lower older mileage CPO car you'll likely run out of time way before the miles.
Car buyers like low miles, so you'll likely get a better value on a higher mileage newer car and a newer car with some improvements. The odometer doesn't show on the outside, but the model year does.
While 2002s and up have 1,100 improvements, it doesn't make a 99-2001 an awful car. On the contrary, a 9-5 is a 9-5 firstly, the 2002 improvements didn't change the basic goodness of the car.
Mostly there's no right answer. Every car must be considered on it's own merits and often things like color and condition, not year and miles, can be the most influential.
