When I got my 2002 Aero ( automatic) I started out averaging about 23, and got about 28 highway, by about 15 K miles it had improved about 10 %. Now average about 28.5 with 31-32 seen on cruise control, summer fuel blend, and yes, driven very easy. My last 9-5, a 99 2.3 lpt, got about 35-36 highway once well run in, but also was significantly lower when new. All four of my saabs have had this trait, and I have no explanation why such a big difference as they break in or why it takes so long. Inside, this ting is made of the same metals that most other iron is made of.Components in the engine come from the same sources that many other manufacturers use,so no reaso that is obvious to me.
