That can be performed by any dealer or Saab indy shop where they have the Tech 2 scanner and the full SPS/TIS 2000 function. Not all Saab indy shops have that but all dealers do.
Saab came out with a software update to help cope with aging throttle bodies. and that might be the only thing you need, at least for now since the car haven't acted up again.
The cost to replace the throttle body would probably be around $400.00
