That creamy deposit you see is a mixture of oil saturated with water. The oil system is open to the air, and it's normal to pull outside air into the oil system. When you run the engine, the oil gets warm, and boils off the water. No big problem. However, if you take mostly very short trips where the system doesn't get hot and stay hot long enough to boil off all the water, you can get that 'mocha cream'. This is especially true of the dipstick and cap, because that's the last place to get warm.
If it's been both cold and wet, and the car hasn't been getting long (30 minute or more) trips, that can be the problem, and it's not really a problem. It can be made worse if the rubber seal under the oil cap isn't sealing well - if air can get in there, it will, and mix with the oil vapor that normally comes up the tube. So make sure that seal is OK, and make sure the cap fits snugly.
I would get a nice, long drive on the car to drive all the water out. That should clear it up. If you can't and you're really worried, change the oil, because that takes most of the moisture with it.
