Retail cost of the pulley alone at a Dealer is around $45. Add to that maybe 1-1/2 hours of Technician time to replace it. You should definitely have the top idler pulley replaced as it usually fails first due to its smaller diameter. Price of this pulley will also be in the $40 to $45 range at a Dealer.
An independent mechanic could possibly save you some money here as their labor rates are usually a little lower.
