A voltage regulator going bad usually exibits dim lights, battery light coming on when turning on accessories, a battery that discharges.
The symptoms that you have described, sound like a really big short somewhere in your electrical system. I would suggest taking a look at the main (+) and (-) wires that connect to your battery and check for any shorts along the route in which they connect to the chasis ground (-), starter solenoid (+), etc..
The way to measure voltage, is at rest, attach a volt meter to the (+) and (-) posts of the battery, and you should read roughly 12 volts plus or minus 1.5 volts. If your alternator is working correctly, and you measure voltage from the (+) and (-) posts on your battery while the car is running, you should easily be reading 14+ volts.
