If the lights go off, yes, the switch is OK. I've seen the switch fail ON, but you'll know this because your brake lights are on. At night I usually look in the rearview mirror, and can tell if the brake lights are on by the glow of the center mounted brake light ('86 and later cars).
There are many things that can cause you to go to base boost (1/2 yellow)-
-Brakes applied
-cruise control engaged
OK, that's the easy stuff, now for the more interesting stuff:
The APC solenoid (plastic thingy with a wire connection and three hoses, mounted on the radiator) sets base boost. If the power is removed from the solenoid, you get base boost. Inspect the connections to the solenoid. Make sure the connector to the APC box is firmly on the box - I've seen them get loose, and you'll drop back to base boost intermittently. If the wiring all checks out, it might be a bad APC solenoid.
Of course, a lot of things drive the APC - are you sure the engine isn't starting to knock? Make sure you're running high enough octane fuel. Try changing gas stations and run another full tank of good fuel. Just because it said 91 on the pump doesn't mean that somebody didn't fill the tank with a lower grade. Are your engine mounts OK? Extra vibration and rattle can cause the knock sensor to think it hears a knock.
Just some ideas.
