He's gotta stop tuning engines by listening to the exhaust ports without the manifold :-)
(but seriously, folks) A lot of people who are really into their cars are attuned to the different sounds they make.
Is that a wheezing sound or a whizzing sound?
The noise you hear may be the teeth on the belts going over the pulleys. When the belts were retightened after the main pulley was put back on (part of the process of replacing the seal, of course), they probably track at a different depth in the pulley grooves.
It might also be that you have a worn bearing in the water pump, alternator, or A/C compressor idler pulley that makes more noise because the belt tensiol is higher.
2 possibilities, anyway.
