You might try saying to the insurance company "Since this accident wasn't my fault, and caused me damages in the amount of $3000, why should I take less from you in settlement now than I could get by suing your insured for property damage." Depending on where you live, you might even be able to sue in small claims court (of course you can always threaten it). That would require little more than your testimony, some photos and one or two mechanic's estimates.
If the insurer doesn't play nice, try bantying about the phrase "unfair claims settlement practices act" (adopted in most states). Typically, insurers are obligated to make "fair" offers within a very quick timetable after they receive all the documentation they request (a matter of days). A lowball offer may, in and of itself, constitute a violation of the insurer's duty. Above all else, be aware that if you take less than you are happy with and sign a release to get the check, your future claims are barred. Good luck.
