I asked this question last summer -- mine doesn't work either. After some discussion here, I decided not to troubleshoot it. It's an annoyance to many of those who have it working, and a lot of people disconnect it or remove the bulb.
There are a lot of reasons for it not to work. It's connected to a bunch of stuff - including a vacuum switch, a 5th gear sensing switch, something that looks at RPM, a time delay function, etc., and they're all wired into a Shift Up relay that energizes the light. If any one of those components is faulty, you don't get the light. I was told to be thankful I wasn't continually annoyed by it, and upon some reflection, decided they were right.
If you really want to fix yours, you'll have to find the electrical diagram for the circuit -- my shop manual has one, and I'm sure there are other sources.
