wet headliner?

Hard to describe the exact problem, but here goes (wish I had a digital camera right about now). My headliner has sagged, and the PO "fixed" it by stapling it up. I didn't notice this right away, but when I went to measure the headliner to see how much material I was gonna need, I noticed what appeared to be wet spots anywhere the headliner was in contact with the backing board. Its not wet to the touch, just appears to be wet (darker color than the surrounding fabric). Its obviously not dirt. Its most obvious around each one of the staples, and areas like the oh shit handle on the passenger side, around the dome light, and along each one of the panels above the door. I'm thinking it might be adhesive bleed thru from a previous repair attempt, but still am looking for ideas on what else it might be, so I can prepared when it gets warm enough to do the repair.
