ELCD refers to Evaporative Loss Control Device which is a system that uses a charcoal filter cansister (located in the front left fender) to absorb vapours from the fuel tank.

As for your problem - assuming you have no drivability problems (i.e. hesitation; stalling; starting problems) I would assume the O2 sensor is giving a bad signal. This could be due to wiring or the sensor itself. Live with it or replace the sensor (assuming that all wiring is fine).

A 1985 fuel pump system will have the 2 pump system with the main pump having male connectors for the positive and negative terminals. Your 1989 900S uses a Walbro pump set up which is definitely different then your 1985 CIS pump. Hence, a quick switch of the two pumps would not work in this particular situation.
