Hard to tell...if the car is 88+ then the rear brakes are stuck. I've heard of this but I didn't think it was common.
If it's <88, then the front ebrake is stuck and it IS common, and can toast/warp the rotors if you drive it without relieving the brake. Fortunately it's easy on the front e-brake, just turn the wheels until you can see the lever and tap it closed...it WILL generally release.
I suspect the tapping trick could work on the rear wheels too...all you have to is get under there to do it! "Aye, and there's the Wub."
