E-Brake Emergency

I was leaving the gym where i was parked a cuople days ago, on a slight incline, and upon releasing the handbrake, noticed that there wasn't much force in the stick... so to say,
So I'm pulling out and as I throw it in neutral to roll to a stop, I realize, wow, the car stopped really quickly... and feels kinda sluggish.
And then the horror struck me, my rear brakes were engaged... and pulling the handbrake was only a useless futile free floating thing... I was looking in the bentley for e-brake specific info and didn't see anything,
1) is this prob just the cable?
2) would it be safe to drive 10 odd miles to my mechanic at 50+ mph, or would this eat my brakes right up
