What exactly is a hiccup? A major lapse in acceleration, or a little stuttering? The overboost switch that everyone is talking about literally drops power to the fuel pump, and the result is a bone-jarring cessation to acceleration... it's like someone tapped the brakes. It could definitely be a problem in cold weather, though in 16 Saabs I've never had one fail... They do, die, though...
If you're just getting a stuttering, a hesitation in acceleration, I'd probably look elsewhere. I'd definitely start the troubleshooting at the throttle position switch on the throttle body - they die and the result is pretty much exactly as you describe. It's easy to check, cheap to replace. Make sure the ignition system is in good shape, and it never hurts to check fuel pressure, especially if you're on the original pump...
