OK..stupid question on vacuum brake booster, 87 900T.

w/automatic. No ABS.
Various pads, but newish stock rotors, etc. New m/c (hard brake pedal with engine off and vacuum depleted), BUT sinking brake pedal with engine running. Pedal doesn't sink with handbrake applied (pedal also gets harder). Braided stainless steel brake lines.
Braking appears normal but under emergency both feet on pedal the rears lock up first rather than the front (like my 84...could almost put the front bumper on the ground with THAT car...stoppie like a bike!) and so I get to shake hands with tailpipe. No loss of brake fluid in 12mos between brake fluid flushes with ATE blue. I could understand a hardening pedal as indicative of leaking diaphragm in vacuum booster, but not this.
Is this a sign of failed/week brake booster or should I just change out the brake booster and see?
