Hard to tell about the oil...one thing I've done with potentially water contaminated oil is to drop a drop or two on the hot exhaust manifold...it should smoke or puff a little flame, it should NOT sizzle. If it sizzles, there's water in the oil. And if there's water/coolant in the oil it's probably a leaking head gasket. It could be condensation, but that's when the engine is cold. A brown mousse on the dipstick is generally oil/water mayonnaisse.

The wet weather dying is likely plug wires, the caps are pretty good until they're not. Of course, if there's all kinds of mung deposited on the outside of the cap and it gets damp it will crossfire or short to ground.

If you change the rotor/cap every 60K this generally won't happen, same with bougicord wires although wires may die in less than 4 years on a turbo. Go with magnecore wires (sillicone 8mm) and you shouldn't have to worry for 10 years or so...even though they're guaranteed for life.

You could take a 1 oz sample of the oil in your engine (see Amsoil in the yellow pages for a sample kit, get it from your local amsoil dealer, consider using synthetic oil, end of sermon!) and send it in for spectrometric oil analysis...should tell you what's going on. If the specks are macro, since you can see them, I'd try filtering an oz or so of oil through a coffe filter and seeing if you can capture a sample of the white specks. Then you can drop them on, say, a red hot kitchen stove electric element and see if they fuse (plastic or organic, generally) or not (inorganic, sand or metallic). Post back and let us know!
