I believe Richard is correct about the NHTSB recommendation. OTOH, I do the opposite. The reason is, understeer is meant to compensate for poor driving skills (most drivers). Understeering is thus safer for the average driver. Oversteering is actually safer IF you know how to handle it (again, most drivers don't know how). In racing, cars are not set up to understeer... I prefer the best on the wheels that steer the car since those are the ones I control...
