The average car on US highways have a a LOT of of built-in understeer. I will admit my dislike of high degrees of unsteering is based on dirt track racing in my younger days. I just feel more comfortable with the control of a rear slide. OTOH, understeer is, without any doubt, "safer" for the average driver. Therefore, unless one is experienced in dealing with a rear slide resulting from a neutral or oversteer bias, the best tires should be on the rear. An even better solution is to recommend replacement of all four tires together so as to not create a situation where one does not know the TRUE under/oversteer bias (without testing the setup on a track) that is present.
