I am surprised to hear about rust. The only rust on my 86 900 is on the front driver's side fender, but the part is a replacemnet from an accident 12 years ago. I was in Vermont recently and was surprised to see all the old Saabs caked in salt but with no rust.
Nevertheless, I agree that it is probably not repainting the entire car. You should be able to attack it locally. good luck.
